Regaining attractiveness for labor inspection

The Minister of Labor and Employment, Astrid Panosyan-Bouvet, recently presented a report in Paris showing that the labor inspection has increased its staff numbers after a period of decline. Between 2015 and 2021, the inspection had lost 16% of its workforce, but it now has 1,867 control agents compared to 1,758 at the end of 2023 and just over 1,700 in December 2022. This increase in staff shows that the administration, which plays a crucial role in enforcing labor laws in companies, seems to be overcoming a crisis that had affected its recruitment a few years ago.

Like many other government services, the labor inspection had experienced a decrease in staff numbers over the past decade, as part of an effort to control salary expenses. However, this decline was particularly significant for the employees under the authority of the General Labor Directorate. A report published by the Court of Auditors in late February highlighted the lack of attractiveness of the labor inspection, as evidenced by a 47% drop in the number of people taking the exam to join the civil service between 2015 and 2019.

Despite these challenges, the situation has started to improve thanks to measures taken to promote the profession. Initiatives such as social media campaigns, participation in job fairs, and the creation of a network of ambassadors among control agents have helped to attract more candidates to the profession. The number of candidates for the exam has increased, and 418 control agents were recruited in 2023-2024, which was crucial for a service where many employees are approaching retirement.

During a recent parliamentary hearing, Minister Panosyan-Bouvet expressed concerns about the safety of labor inspectors, highlighting a recent increase in incidents where inspectors were physically or verbally assaulted during inspections. She criticized the public’s tolerance of such behavior towards inspectors and stressed the importance of addressing this issue. Ensuring the safety of labor inspectors is crucial for the effective enforcement of labor laws and regulations in companies, and steps need to be taken to protect these essential workers from harm.

The improved recruitment and increased focus on promoting the profession of labor inspection are positive developments that mark a turning point for the administration. The work of labor inspectors plays a vital role in ensuring that labor laws are respected in companies, protecting workers’ rights, and promoting fair and safe working conditions. By addressing recruitment challenges, enhancing the safety of inspectors, and raising awareness about the importance of their work, the labor inspection can continue to fulfill its essential role in the labor market.
