Michel Barnier’s Balancing Act

Michel Barnier, the French Prime Minister, delivered his general policy statement on October 1st with a focus on the style of communication. In a divided and noisy Hemicycle, Barnier emphasized the values of “listening, respect, and dialogue” without raising his voice. He highlighted the need for action and avoiding immobility, as all political groups were ready to challenge him. Despite his attempt to present his experience and age as assets, the fragility of his position was evident.

Barnier, who comes from the Les Républicains party, distanced himself from President Emmanuel Macron by praising social partners and local authorities, criticizing the verticality of Macron’s leadership. He also announced new taxes on large profitable companies and a special contribution from the wealthiest French citizens, challenging the current fiscal policies. These measures aim to address the huge national debt, alongside budget cuts, and signal a departure from previous strategies.

The Prime Minister also addressed the management of the New Caledonian crisis by suspending electoral reform and delaying local elections to calm tensions generated by past government decisions. In other areas, Barnier showed flexibility by adopting some suggestions from predecessors to improve wage levels, education, healthcare access, agricultural concerns, housing, and security. His approach on immigration is firm but pragmatic, in contrast to his interior minister’s controversial stance on the rule of law.

Despite giving assurances to environmentalists and left-wing parties on ecological debts and societal reforms, Barnier’s speech lacked specific details due to limited political maneuverability. The left intends to submit a vote of no confidence to challenge what they see as a “democratic denial.” However, the more immediate threat comes from Barnier’s shaky coalition support, with LR demanding bolder policies and Macron supporters resisting tax hikes.

The upcoming budget proposal will be a crucial test for Barnier as he navigates through the diverse demands of his coalition members. The week ahead will reveal more about his ability to maintain stability and implement policy changes amid growing dissent. As the first major challenge of his term, the budget plan will set the stage for future debates and decisions in Barnier’s administration.
