An investigation has been opened into alleged corruption, influence peddling, and illegal self-dealing involving Senator Jean-Pierre Bansard and his associates. The investigation focuses on the obtaining of decorations, including the Legion of Honor and the National Order of Merit, with alleged assistance from General Benoît Puga when he was the Grand Chancellor of the Legion of Honor. The investigation was opened by the National Financial Prosecutor’s Office in September 2023 and assigned to the Central Office for the Fight against Corruption and Financial and Fiscal Offenses. The investigation aims to clarify whether Puga intervened to help individuals associated with Bansard receive decorations between 2016 and 2023, and if any such interventions resulted in direct or indirect benefits.
Searches were conducted in February 2024 at various locations connected to Bansard and Puga, including the headquarters of the company Cible and the Alliance solidaire des Français de l’étranger (ASFE), as well as the residences of both individuals. At this stage, there have been no detentions in relation to this case. Bansard, a senator representing French citizens abroad who leads the hotel and real estate group Cible, has been awarded the rank of Grand Officer of the Legion of Honor in 2015. Mediapart reported on the close relationship between Bansard and Puga, suggesting that the military official may have received perks such as vacations in Corsica and dinners, while one of his sons allegedly secured contracts with entities linked to Bansard.
In response to the allegations, Bansard stated that parliamentarians have the responsibility to propose nominations for national orders based on their interaction with various sectors of society. He expressed willingness to cooperate with investigators to dispel any accusations and insinuations made by the media. The Ministry of Armed Forces declined to comment on the possible retirement of General Puga, while the Army Headquarters and the Legion of Honor refrained from making public statements.
