Budget 2025: Michel Barnier says he is ready to “significantly reduce the effort” asked of departments.

Prime Minister Michel Barnier reassured presidents of French departments regarding the government’s budget choices during a speech at the congress of departments in Angers on November 15. He announced a significant reduction in the effort required from departments and emphasized that he will not blame them for any difficulties. While Barnier aims to reduce the deficit to 5% of GDP by 2025, he acknowledged concerns raised by local officials about the budget cuts for departments in the 2025 finance bill.

The 2025 budget bill currently being debated in parliament includes 5 billion euros in savings for local governments, with departments bearing 44% of the burden, amounting to 2.2 billion euros. This has led to opposition from presidents of right-wing departments, who threatened to suspend the payment of the RSA and stop taking in new unaccompanied minors. The president of the right, center, and independent group within Departments of France, Nicolas Lacroix, also warned of legal action against the state for decisions impacting department finances without their consent.

In response to these concerns, Prime Minister Barnier announced the establishment of a joint steering committee between the state and departments to make major decisions. This committee will ensure that the departments are consulted on any state decision affecting their finances, including the potential creation of a single social benefit scheme. Barnier also suggested a reevaluation of departmental funding mechanisms, recognizing the limitations of the current fiscal system and expressing a desire to give departments more autonomy in line with decentralization laws.

Barnier’s speech at the congress also emphasized the need to restore the sense of purpose for departments and give them more freedom and flexibility in their operations. He rejected the idea of departments becoming mere agents of the state and expressed a commitment to providing them with the resources and support needed to fulfill their missions effectively. His remarks highlighted the government’s recognition of the challenges faced by local governments and their importance in delivering services to citizens.

Overall, Prime Minister Barnier’s address sought to address the concerns of department presidents regarding budget cuts and to reassure them of the government’s commitment to working collaboratively with local authorities. By proposing a joint steering committee and emphasizing the importance of departmental autonomy and purpose, Barnier aims to alleviate tensions and build stronger relationships with local officials. The speech signals a willingness to engage in dialogue and find solutions to ensure the effective functioning of departments in France.
