2023 Riots: Senate Estimates Costs of Damages at €1 Billion

A report from the Senate’s law commission has estimated that the cost of damages related to urban violence following the death of Nahel M. in June 2023 is around 1 billion euros. This figure is described as “colossal” and unprecedented in the history of urban violence in France. The report, titled “Understanding, evaluating, reacting,” includes twenty-five proposals aimed at drawing lessons from the government’s response, which was deemed partially inadequate to address the riots and their implications.

During eleven days of riots, over a thousand people were injured, including 782 police officers, and 16,400 insurance claims were filed totaling 793 million euros in damages. This amount is four times higher than the damages caused by the 2005 riots, highlighting the severity of the recent violence. The total cost of damages is estimated to be 1 billion euros. The report also notes that the death of Nahel M. was merely a trigger for a much larger movement driven by anger and defiance towards authority.

Nearly 50,000 rioters, including a third who were minors, were identified by the Senate. The report outlines a typical profile of these individuals, describing them as French men around 23 years old, single, without children, often living with their parents, and with a maximum level of secondary education. Social media played a significant role in fueling the violence during the riots, leading the report to call for measures to regain control of the situation. The report emphasizes the need for new strategies to address the root causes of the violence.

The twenty-five proposals outlined in the report cover a range of measures, such as implementing digital bans, regulating fireworks, and equipping police officers with body cameras. These recommendations serve as a roadmap for the government to address the issues highlighted in the report. The ultimate goal is to prevent similar incidents from occurring in the future and to effectively manage urban violence. The report underscores the importance of addressing underlying social and economic factors that contribute to such outbreaks of violence.
