Former Secretary of State Thierry Mandon sentenced to twelve months suspended prison sentence

Thierry Mandon, a former Secretary of State from the Socialist Party, has been sentenced to one year of suspended prison time and a fine of 22,000 euros for fraud related to his former position as the general director of the Cité du design in Saint-Etienne, France. The 66-year-old Mandon was found guilty by the Saint-Etienne correctional court of various charges including fraud, attempted embezzlement of public funds, forgery, and abuse of corporate assets. In addition to the prison sentence and fine, he has been banned from running for office for five years and is permanently barred from leading or directing a public institution.

Mandon will have to resign from his position as general secretary of the National Trade Council, which he has held since June 2023, as confirmed by his lawyer, André Buffard. The decision to appeal the verdict is currently being considered. Mandon was accused of committing financial crimes between 2019 and 2021, totaling 22,000 euros in damages, while serving as general director of the Cité du design and president of its commercial subsidiary, SAS Cité Services. He admitted to submitting false invoices to illegally obtain funding for a custom staircase at his Paris home, as well as claiming reimbursement for 43 train trips between Paris and Saint-Etienne that were originally paid by the Cité du design, and a trip to China that was canceled due to the Covid-19 pandemic.

The prosecutor criticized Mandon for his actions, referring to him as a “small-time swindler”, despite his significant political career. The defense acknowledged Mandon’s guilt but emphasized that he had repaid the full amount before being reported to authorities in November 2022 by Marc Chassaubéné, president of the Cité du design and deputy mayor of culture in Saint-Etienne. Mandon’s lawyer mentioned that the sums in question had been reimbursed in full, and argued that it was an isolated incident in an otherwise respectable career.

The court’s decision to convict Mandon and impose such severe penalties underscores the importance of accountability in public office. Despite his professional accomplishments, Mandon’s actions were deemed unacceptable and he now faces the consequences of his behavior. The case serves as a reminder that those in positions of power must adhere to ethical standards and respect the public trust placed in them. This verdict sends a strong message that corruption and misuse of public funds will not be tolerated, regardless of the individual’s status or past achievements.

The scandal involving Mandon sheds light on the complexities and challenges of maintaining integrity in public institutions. It highlights the need for transparency, oversight, and accountability to prevent abuses of power and financial misconduct.
