The distribution of reinforcements announced by Eric Dupond-Moretti, tribunal by tribunal.

The French Minister of Justice, Eric Dupond-Moretti, has announced the distribution of reinforcements to 164 judicial jurisdictions in the country. By 2027, a total of 1,500 magistrates, 1,800 clerks, and 1,100 judicial assistants will be added to the courts. This recruitment plan is part of a larger effort to strengthen the country’s judiciary after years of neglect. Dupond-Moretti emphasized that these new hires will improve working conditions for those who serve the public and enable a faster and more accessible justice system for citizens.

These massive recruitments were initially announced over a year ago, as part of a justice action plan in January 2023 and a law passed later that spring. The detailed distribution of reinforcements had not been specified until now. Each jurisdiction now knows how many new positions they will receive, based on a method that involved consultation with appellate courts to determine how to allocate the reinforcements. The proposals made by the courts were mostly approved by the Ministry of Justice.

The judicial community, long accustomed to limited resources in the past, is now surprised by the significant increase in personnel announced by the Minister. For example, the Paris Court of Appeal will receive 596 additional positions, including 184 new magistrates, 258 clerks, and 154 judicial assistants. Similarly, the Aix-en-Provence jurisdiction will see an increase of 263 positions, with significant additions in Marseille. In locations such as Douai, 214 new personnel will be added in the next three years.

The move to bolster staffing in the French judicial system comes as a welcome relief for many involved in the legal profession, who have long felt the strain of understaffing and limited resources. The additional personnel will help alleviate the workload in courts across the country and allow for a more efficient and accessible justice system for all citizens. These reinforcements have been in the works for some time and are seen as a crucial step in restoring the strength and effectiveness of the French judiciary.

Overall, the announcement of these reinforcements represents a concrete step towards fulfilling promises made to improve the justice system in France. The redistribution of personnel to different jurisdictions reflects a concerted effort to address longstanding issues of underfunding and neglect within the judiciary. With an emphasis on consultation and collaboration with appellate courts, the Ministry of Justice aims to create a more robust and effective legal system that can better serve the needs of the public.
