Zelensky emphasized the importance of a all-for-all prisoner of war (POW) exchange during a speech to recruits at the National Academy of the State Border Guard Service of Ukraine, stating that Ukraine is open to considering this approach. The last reported POW exchange occurred on Feb. 8, with 100 Ukrainian prisoners returning from Russian captivity. Zelensky expressed hope that an all-for-all exchange could happen sooner than previously expected, noting that the upcoming Peace Summit in Switzerland in June will provide an opportunity to discuss this issue. The president outlined three priorities for the summit: energy and nuclear security, navigation in the Black and Azov seas, and humanitarian issues related to POW exchanges and the return of Ukrainian children forcibly deported to Russia. Russia will not be invited to the Peace Summit at this stage, according to the Swiss government’s announcement on May 3.

The Global Peace Summit in Switzerland will play a crucial role in formulating a common negotiating position among participants, which will then be submitted to Russia, as stated by presidential spokesperson Sergii Nykyforov. The aim is to present a unified stance to Russia following the summit, highlighting key priorities and areas of agreement among the countries involved. This coordinated approach is intended to strengthen the negotiating power of the collective group and demonstrate a unified front in addressing the ongoing conflict and its implications. By presenting a joint negotiating position, the participants hope to engage with Russia on equal terms and work towards meaningful resolutions to the issues at hand. The summit represents an opportunity for dialogue and collaboration among key stakeholders invested in achieving peace and stability in the region.

The issue of prisoner exchanges has been a longstanding concern in the conflict between Ukraine and Russia, with previous exchanges often facing delays and challenges. Zelensky’s advocacy for an all-for-all approach reflects a commitment to prioritizing the welfare and rights of all individuals affected by the conflict, including prisoners of war. By emphasizing the importance of a comprehensive and inclusive exchange process, Ukraine aims to address the humanitarian aspects of the conflict and facilitate the return of all individuals detained in relation to the ongoing hostilities. The proposed all-for-all exchange signifies a willingness to engage in meaningful dialogue and cooperation with the aim of achieving a peaceful resolution to the conflict.

The decision to exclude Russia from the Peace Summit at this stage reflects a strategic approach to engaging with the conflict dynamics and key stakeholders involved. By focusing on collaboration among participating countries and formulating a joint negotiating position, the summit aims to establish a cohesive and unified strategy for addressing the issues at hand. This approach underscores the importance of inclusive and transparent dialogue in seeking resolutions to complex conflicts, while also highlighting the need for a multilateral framework to guide peace negotiations. The decision to engage with Russia following the summit signals a commitment to diplomatic efforts and the pursuit of peaceful solutions to the ongoing conflict in the region.

Overall, the upcoming Peace Summit in Switzerland represents a critical opportunity for stakeholders to address the ongoing conflict in Ukraine and engage in constructive dialogue towards achieving sustainable peace and stability in the region. By prioritizing key issues such as energy security, navigation rights, and humanitarian concerns, the participants aim to advance meaningful solutions and showcase a unified front in negotiations with Russia. The emphasis on a joint negotiating position underscores the importance of collective action and collaboration in addressing complex conflicts, while also highlighting the significance of inclusive dialogue and diplomacy in resolving disputes. Through these efforts, the participants seek to advance the prospects for peace and reconciliation in Ukraine and demonstrate a commitment to upholding international norms and values in addressing conflicts.
