Transgender activist in Hong Kong finally receives ID card reflecting gender change after lengthy legal fight

Transgender activist Henry Tse from Hong Kong has finally received a new ID card that reflects his gender change after a lengthy legal battle. Tse’s appeal against the government’s refusal to change the gender on his ID card was successful in February 2023. This victory is seen as a significant step forward for the LGBTQ+ community in the city, as many transgender individuals had previously faced challenges in obtaining official documents that reflected their gender identity. Tse has vowed to continue working for equality for the LGBTQ+ community despite the obstacles he has faced.

Tse’s experience highlights the challenges that many transgender individuals still face in Hong Kong, despite public sentiment becoming increasingly welcoming towards the LGBTQ+ community. Even after obtaining his new ID card, Tse encountered difficulties such as not being able to change the gender on his travel permit to mainland China, causing delays when crossing the border. The activist mentioned instances where bank staff questioned his identity based on his ID card, reflecting the ongoing struggles that transgender individuals face in their daily lives.

In April, the Hong Kong government revised its policy to allow people who have not undergone full gender-affirmation surgery to change their genders on ID cards under certain conditions. These conditions include specific medical requirements such as the removal of breasts for transgender men or the removal of the penis and testes for transgender women, as well as continuous hormonal treatment for at least two years before applying. Applicants are also required to continue their hormonal treatment and submit blood test reports for random checks upon the government’s request.

After receiving his new ID card, Tse expressed relief and mentioned that he would begin the process of changing his other official documents, including his passport and bank details. He also expressed his desire to return to a sense of normalcy in his life, mentioning that he might even sign up for a gym membership. Tse’s victory in obtaining his new ID card signifies a win not only for himself but also for the LGBTQ+ community in Hong Kong, as it represents a step towards greater recognition and acceptance of diverse gender identities.

Tse’s journey to obtaining his new ID card serves as a reminder of the importance of advocating for the rights of transgender individuals and the LGBTQ+ community as a whole. His determination and resilience in the face of legal challenges and societal obstacles demonstrate the ongoing struggles that transgender individuals face in their quest for recognition and equality. Tse’s case has shed light on the need for continued activism and legal reforms to ensure that transgender individuals are able to live authentically and with dignity in Hong Kong and beyond.
