The US Navy receives $113 Million funding for a new missile test facility

Naval Facilities Engineering Systems Command, Pacific (NAVFAC) has awarded a $113.3 million contract to Tutor Perini and its subsidiary, Black Construction, for the construction of a new missile testing facility at Naval Base Guam. The P-541 Missile Integration Test Facility will consist of a single-story concrete structure with various missile-processing spaces, a test cell, an administration area, and storage and utility rooms. The project will also include plumbing, air conditioning, lighting, electrical power, telecommunications, life safety, fire protection systems, an emergency power generator, and associated fuel tank. Construction is set to begin soon, with substantial completion expected by December 2028.

Naval Base Guam, located at Apra Harbor on the Orote Peninsula, has been a vital asset in U.S. military operations for over a century. Home to several major units, the base plays a crucial role in U.S. military strategy in the Asia-Pacific region. The new missile testing facility is part of the ongoing efforts to maintain and enhance the capabilities of the base to support U.S. military operations. In addition to the missile testing facility, construction work is also underway at Marine Corps Base Camp Blaz in northwest Guam to support the Marine Expeditionary Force 9th Engineer Support Battalion. Granite and Obayashi have been awarded a contract to build low-rise facilities that will include an auto organization shop, an electrical/communications maintenance shop, organic storage, a vehicle wash rack, and a vehicle set-down area. This project is scheduled for completion in January 2027.

Tutor Perini and its subsidiary, Black Construction, are responsible for constructing the new missile testing facility at Naval Base Guam. The project includes the design and construction of a 57,664 square-foot concrete structure on a deep pile foundation. The facility will house various missile-processing spaces, a test cell with a control room, an administration area, and storage and utility rooms. Additionally, the project will involve the installation of plumbing, air conditioning, lighting, electrical power, telecommunications, life safety, fire protection systems, an emergency power generator, and a fuel tank. Construction is expected to commence shortly, with substantial completion targeted for December 2028.

Granite and Obayashi have been awarded a contract to build new facilities at Marine Corps Base Camp Blaz in northwest Guam to support the Marine Expeditionary Force 9th Engineer Support Battalion. The construction work will involve the erection of low-rise facilities with reinforced concrete structural frames, walls, floors, roofs, and shallow foundation systems. The project includes the construction of an auto organization shop, an electrical/communications maintenance shop, organic storage, a vehicle wash rack, and a vehicle set-down area. Granite, previously involved in constructing the main cantonments for the new Marine Corps base, expressed honor in continuing its partnership with NAVFAC Pacific and contributing to the successful realignment of Marines from Okinawa to Guam. The project is slated for completion in January 2027.

The new missile testing facility at Naval Base Guam is part of ongoing efforts to enhance and maintain the capabilities of the base to support U.S. military operations in the Asia-Pacific region. NAVFAC Pacific oversees the construction projects at the naval base, ensuring that they meet the required specifications and regulations. The partnership between Tutor Perini, Black Construction, Granite, and Obayashi highlights the collaborative efforts between various construction firms to support the growth and development of military infrastructure in Guam. These projects not only strengthen relationships with government agencies but also demonstrate the commitment of these firms to contribute to national defense efforts through the construction of critical facilities at strategic military locations.
