This veto was led by the US in retaliation for a Russian veto of a previous US-drafted resolution the month before.
The Russian satellite, codenamed COSMOS 2576, is believed to have the ability to inspect and attack other objects in orbit. This spacecraft was secretly launched from the northern Arkhangelsk region and is closely trailing a US National Reconnaissance Office (NRO) satellite. Despite this, as of the latest reports, it has not come close to the American satellite.
