Putin reacts quickly as Ukraine mobilizes troops along previously inactive front in border security operation

Russian President Vladimir Putin is facing a challenging situation as Ukrainian forces launched a weeklong invasion in Russia’s Kursk region. Ukrainian President Volodymyr Zelenskyy stated that the operations were aimed at securing the border and liberating the area from the Russian military. Ukrainian troops have captured nearly 400 square miles of Russian territory in their offensive. The situation has prompted Moscow to declare a federal state of emergency in Kursk as Ukrainian troops, tanks, and drones flooded the border, leading to the evacuation of hundreds of thousands of Russian civilians.

Reports have indicated that Ukrainian forces have started digging trenches in the Kursk region, suggesting a long-term strategy to draw Russian forces away from the frontlines. Russian bloggers have claimed that Putin has appointed a new security official, Alexei Dyumin, to oversee ending Ukraine’s operation in Kursk. While the appointment could not be independently verified, experts believe that Ukraine’s push into Kursk is forcing Moscow to reassess its war strategy and border security. The Ukrainian operation in Kursk Oblast has prompted Russia to consider the previously dormant international border with northeastern Ukraine as a legitimate frontline to defend.

Ukraine’s successful cross-border invasion has not only impacted Russia’s border security but also its force posture in Ukraine. The invasion has narrowed Russia’s flexibility in committing resources to its offensive efforts in Ukraine. Ukraine’s offensive in Russia has raised questions about the future direction of the ongoing conflict. Zelenskyy has argued that shifting the war to Putin’s doorstep is crucial to ending the conflict and forcing Russia into peace talks. However, Washington has not approved Ukraine’s use of long-range weapons to counter Russian military targets and logistics hubs near the border.

The Biden administration has allowed Ukraine to use U.S. weapons for cross-border attacks against specific strategic targets to defend against attacks from Russian territories. Ukraine has targeted several western Russian regions, including the Bryansk, Oryol, Kursk, Lipestk, Belgorod, and Voronezh oblasts in drone strikes. The Pentagon confirmed that Ukraine’s current operations align with Washington’s policy on the permitted use of U.S. provided weapons for cross-border attacks. Zelenskyy continues to press for more permissions to use long-range weapons, arguing that it could bring peace closer and save Ukrainian lives from Russian aggression.

Zelenskyy has called on the U.S. and its allies to allow Ukraine to use long-range weapons against Russian military targets to counter missile attacks. While the Biden administration has permitted some cross-border attacks, it has not approved long-range strikes in Russia. Zelenskyy continues to advocate for more permissions to use long-range weapons, emphasizing the potential to advance the end of the war and protect Ukrainian lives from Russian aggression. The situation remains dynamic, with both sides engaged in a conflict that has extended into Russian territory.
