Parliament approves higher fines for draft evasion

Ukraine’s parliament recently approved a draft law that increases fines for those who evade mobilization, in an effort to update the legal framework around conscription and enhance mobilization efforts in 2024. The new law imposes harsher penalties for draft evasion, with fines for various violations being raised significantly. For instance, the fine for not registering or updating information at the local conscription office has increased, as well as fines for men who refuse draft summons. These fines are substantial, especially considering that the average monthly salary in Ukraine is relatively low. The bill received widespread support in parliament, with 256 MPs voting in favor of it.

President Volodymyr Zelensky is expected to sign the law into force soon, following his approval of other laws related to mobilization in April. These laws are aimed at strengthening Ukraine’s military capabilities and ensuring readiness in the face of ongoing threats. One of the key changes introduced was the lowering of the minimum age for compulsory military service from 27 to 25, making men eligible for the draft from age 25 onwards. This adjustment reflects the government’s commitment to bolstering its defense forces and ensuring that all eligible individuals contribute to national security efforts.

The increase in fines for draft evasion is a clear signal of the government’s determination to ramp up mobilization and strengthen Ukraine’s defense capabilities. By imposing more severe penalties on those who try to evade conscription, the authorities aim to ensure that the country’s military forces are adequately staffed and prepared to respond to potential threats. The decision to raise fines for various violations related to conscription reflects the government’s prioritization of national security and defense, especially in the context of ongoing tensions in the region.

The new law on mobilization, which includes provisions for higher fines and penalties, is part of a broader effort by the Ukrainian government to enhance its military readiness and response capabilities.
