Juan Manuel Abouzaid El Bayeh, also known as “El Escorpion” or “The Scorpion,” a high-ranking member of the powerful and violent Cartel de Jalisco Nueva Generacion (CJNG), was extradited to the United States after almost a decade on the run. Charged with conspiracy to distribute cocaine and methamphetamine, El Bayeh is a known top associate of CJNG, led by the ruthless Ruben Oseguera-Cervantes, also known as “el Mencho,” one of the DEA’s most wanted fugitives with a $10 million bounty on his head. CJNG gained power in Jalisco, Mexico in 2009 after the downfall of the Valencia/Milenio cartel and has become one of the five most dangerous transnational cartels designated by the DOJ. El Bayeh is said to be just another significant player within CJNG’s inner circle.
El Bayeh was indicted in May 2017 by the US District Court in DC, alleging his involvement in drug trafficking since 2012. Mexican authorities froze his bank accounts in June 2020 due to his role in the cartel, and in March 2021, he was designated a drug trafficker by the Treasury Department for providing support to CJNG. Victor Avila, a retired agent for Homeland Security Investigations who was previously shot by a member of the Los Zetas cartel, expressed skepticism about the timing of El Bayeh’s arrest, suggesting that it may be influenced by Mexico’s upcoming elections to show a strong stance against cartels. Despite the welcome nature of high-level cartel arrests, Avila stressed the need to analyze the motives behind such actions.
