Raúl P. M. had dreams of becoming a drug trafficker, and being a lieutenant in the Civil Guard was not seen as an obstacle, but as an opportunity. Between 2019 and 2020, he was the head of the Citizen Security Unit (Useic) in Seville, and had known Jose Maria C. C., a worker at a jet ski store who had connections to drug traffickers, for years. Wanting to fulfill his dream and earn some extra money in the process, the police officer agreed with his friend to pass on police information that would benefit the traffickers in exchange for money. When the databases he had access to did not provide helpful information for the clans, he turned to a former colleague, a lieutenant of the Organized Crime and Drug Team (EDOA) responsible for combating drug trafficking in Seville, to try to obtain the information he was denied. However, this raised suspicion and the National Court proposed that he work as an undercover agent and collaborate with Raúl P. M. His work as an infiltrator led to the conviction of the Civil Guard lieutenant to almost nine years in prison.
The sentence handed down by the Seville Court after being unanimously declared guilty by a jury on February 16, along with Jose Maria C. C. and a cousin of the latter, stated that the accused aimed to obtain money at all costs to invest in cocaine trafficking and become a true drug trafficker. One of the activities detailed in the 76-page sentence for which the Civil Guard officer was convicted was organizing an operation to steal bales of hashish stored at the Comandancia de Montequinto (Dos Hermanas, Seville), where he worked, and replacing them with bales filled with harmless substances to avoid suspicion of the drug being taken. On August 7, 2020, the three accused and the undercover agent entered the location where the hashish was stored and took 29 bales, replacing them with 16 bales filled with sand. They loaded them into a van, which was intercepted by the Civil Guard as they left the Comandancia, leading to their arrest. The value of the seized drugs was estimated at 1.5 million euros and was intended to be sold to third parties.
In June 2020, the Civil Guard lieutenant also participated in another attempt to profit from drug trafficking, which failed. With a tip from Jose Maria C. C., the convicted officer learned of a vehicle seized at the Civil Guard Comandancia containing 100,000 euros hidden in a compartment. On the 21st of that month, the four individuals (the investigated Civil Guard officer, the undercover agent, the friend who provided the tip, and his cousin who was a mechanic and had to dismantle the car) attempted to seize the money, which they never found. During the trial, the lieutenant of the Civil Guard claimed that the undercover agent had induced him to commit the crimes he was accused of, but this defense was rejected by the judges.
The undercover agent provided information from databases he had access to, filtered by his superiors, and also recorded people and vehicles linked to the activities of the three convicts to ensure success and detect if any police units were investigating them. The Civil Guard lieutenant was sentenced to eight years and 10 months in prison for bribery, attempted drug trafficking, and attempted theft, as well as a fine of 1.506.600 euros and 11 years of special disqualification from public employment. His main partner and cousin received nearly three years and one year in prison, respectively, for the same crimes.
