NATO’s top commander states that Russia does not have enough forces to make a breakthrough in Kharkiv Oblast.

General Christopher Cavoli, NATO’s top commander in Europe, stated at a press conference on May 16 that Russian forces in Kharkiv Oblast do not have enough numbers to make a “strategic breakthrough” of Ukrainian defenses. Russia had launched a new offensive with 30,000 troops on May 10, targeting Kharkiv Oblast at the border with Russia in northeastern Ukraine. The Russian troops have focused their efforts in the directions of Lyptsi and Vovchansk, with ongoing combat in the northern outskirts of Vovchansk as of May 16. President Volodymyr Zelensky had earlier described the situation in Kharkiv Oblast as “difficult” but “under control,” with both Cavoli and Zelensky expressing confidence in Ukraine’s ability to withstand the assault.

Cavoli emphasized that the Russian forces lack the numbers, skill, and capability to make a strategic breakthrough in Kharkiv. He acknowledged that while Russia may be able to make local advances, they have also suffered some losses in the area. Zelensky mentioned that Russia had suffered “significant losses” in the region, further reinforcing the idea that Ukraine has the ability to prevent the occupation of Kharkiv. Despite the challenges, both Cavoli and Zelensky maintained a stance of confidence in Ukraine’s defense capabilities in the face of the Russian offensive. Cavoli also mentioned that he was in “close contact” with Ukrainian commanders, indicating a coordinated effort to resist the Russian incursion.

President Zelensky also addressed the question of blame for the situation in Kharkiv Oblast, stating that it is the world’s fault, rather than placing blame on any specific country such as the U.S. The complexity of the conflict and the involvement of various global players highlight the interconnected nature of international relations and the impact of decisions made by different countries on the unfolding crisis in Ukraine. Zelensky’s response underscores the need for a collective responsibility among nations to address and resolve conflicts, rather than attributing blame to individual countries.
