However, the Center believes these reports are part of a propaganda campaign to instill fear. President Putin reiterates Russia’s war goals and threats against the West, emphasizing that Russia will not be intimidated. Kharkiv, Ukraine’s second-largest city, has faced near-daily attacks and remains unsafe for residents to return.
Located near the Russian border, Kharkiv has been a target of attacks since the full-scale invasion began. Despite efforts to defend the city, the recent air strike resulted in casualties and destruction of critical infrastructure. Russia destroyed a thermal power plant and electrical substations in Kharkiv, leading to mass blackouts. Over the past months, Russia intensified assaults in the area of Kupiansk, a strategic city in Kharkiv Oblast. Ukraine liberated Kupiansk and other occupied regions during a counteroffensive in September 2022.
