Heavy rains cause flooding and landslides in Puerto Rico, prompting state of emergency declaration

The heavy rains and flooding in Puerto Rico have prompted Governor Pedro Pierluisi to declare a state of emergency in the U.S. territory. The National Guard has been activated to assist 22 municipalities that were the hardest hit by the incessant rains. More than 10 inches of rain fell over two days in Puerto Rico’s interior, causing streets to turn into flowing rivers. Police reported that numerous rivers have broken their banks and several roads are impassable. One person has been reported missing after being swept away by a river in San Sebastián, where others were also trapped on a roof before being rescued.
