Joseph E. Brennan, a former Democratic governor of Maine, passed away at the age of 89 at his home in Portland. Brennan’s upbringing in a working-class neighborhood influenced his political career, which included two terms as governor and two terms in the U.S. House. A veteran of the Army, Brennan attended Boston College and the University of Maine Law School before serving as a county district attorney and state attorney general. His commitment to public service and dedication to improving education and the state’s economy were recognized by his colleagues and friends.

Governor Brennan played a key role in negotiating the Maine Indian Land Claims Settlement Act of 1980 with Wabanaki tribes and the federal government during his time as attorney general. He also spearheaded education reforms, advocated for highway safety measures, and helped establish the Finance Authority of Maine while in office. Current Governor Janet Mills, whom Brennan appointed as the first woman to serve as district attorney in 1980, praised his leadership and emphasized the importance of building relationships in politics and public service.

One of Brennan’s notable appointments was George Mitchell, whom he selected to fill the U.S. Senate seat vacated by Edmund Muskie in 1980. Mitchell went on to become Senate Majority Leader and expressed his gratitude for Brennan’s mentorship and friendship. Brennan’s legacy as a leader and lawyer who valued justice and fairness in democracy was acknowledged by Mitchell and others who knew him well. His commitment to serving the people of Maine and enriching their lives highlighted his belief that politics should prioritize the well-being of others over personal gain.

Former Governor Joe Baldacci described Brennan as a dedicated servant, mentor, and friend with the highest integrity. Brennan’s leadership during challenging times in Maine was characterized by his belief in making positive change and improving the lives of residents. His upbringing in a close-knit, working-class community on Munjoy Hill in Portland shaped his perspective and values, leading him to prioritize public service and the betterment of society. Throughout his political career, Brennan remained true to his roots and worked tirelessly to address the needs of the people he served.

Brennan’s passing marks the end of a chapter in Maine’s political history, with many reflecting on his contributions to the state and his impact on future generations of leaders. His dedication to justice, fairness, and public service will be remembered by those who worked with him and benefited from his leadership. As Maine mourns the loss of a respected and admired former governor, his legacy of integrity, commitment, and service to the community will continue to inspire others in the political arena and beyond. Joseph E. Brennan’s impact on Maine and its people will be felt for years to come as his memory lives on in the hearts of those he touched during his remarkable career.
