Expert: Moscow may turn to China for help as Putin aims for semi-automated military with new AI strategy

Russia is increasingly turning to artificial intelligence to address shortcomings in its military capabilities, with experts noting a shift towards reduced human involvement in decision-making on the battlefield. The country’s interest in AI has been fueled by its desire to catch up with Western powers, leading to potential integration of AI systems with its nuclear command. While Russia’s immediate goal is to use AI for data collection and analysis, the ultimate aim is to incorporate AI in decision-making processes, including the deployment of nuclear weapons. Despite the potential benefits, concerns have been raised about Russia’s ability to adopt AI systems, particularly in light of Western sanctions and export controls.

The Russian military’s interest in AI extends to its nuclear forces, where AI is seen as a tool for data analysis and decision-making. This has implications for Russia’s strategic nuclear capabilities, with the possibility that AI could be used to make crucial decisions in the event of incapacitation of political leadership. The continued existence of the Perimeter system, an automatic nuclear weapons control system from the Cold War era, highlights Russia’s commitment to semiautomatic systems that reduce the risk of miscalculation and wrong decisions with catastrophic consequences. However, Russia’s ability to fully implement AI systems may be hindered by various factors, including the exodus of tech personnel, lack of access to parts and data, and a struggling economy.

Russian President Vladimir Putin has made AI a top priority, viewing it as a key component of maintaining sovereignty and global influence. Putin has expressed concerns about Western dominance in AI and the potential embedding of Western values in AI systems, which could undermine Russia’s interests. The comparison of AI with nuclear weapons suggests that Russia views AI as a critical technology with far-reaching implications, necessitating careful regulation and oversight. Despite efforts to keep pace with Western advances in AI, Russia’s progress in this field remains difficult to assess due to limited access to reliable intelligence and an overreliance on Russian government statements, which may be unreliable or exaggerated.

Samuel Bendett, an expert in technology and national security, highlighted Russia’s efforts to acquire AI technologies and expertise from partners like China in order to mitigate the impact of Western sanctions. He pointed to Russia’s ability to evade sanctions and acquire necessary technologies through willing partners as evidence of its determination to develop AI capabilities. Bendett and other analysts have emphasized the importance of monitoring Russia’s AI developments and understanding its strategic motivations, as AI increasingly becomes a key driver of military modernization and strategic competition among major powers.

The integration of AI into Russia’s military and nuclear command structures has raised concerns among Western officials about the implications for strategic stability and the potential for AI-driven decision-making in sensitive areas such as nuclear weapons deployment. While Russia’s long-term goals for AI remain unclear, its ambitious efforts to adopt AI technologies reflect a broader trend of military modernization and technological innovation in the face of growing geopolitical competition. Despite challenges and uncertainties surrounding Russia’s AI ambitions, the country’s strategic interest in AI as a critical tool for enhancing military effectiveness and maintaining strategic advantage is likely to drive further investment and development in this field.
