Energy infrastructure attacks in Russia are causing a decline in Ukraine’s population

The collapse of Ukraine’s energy infrastructure last year due to Russia’s war caused widespread blackouts across the country. While Ukraine managed to avoid such blackouts this winter, Russian forces resumed attacks on critical infrastructure in late March, leaving over a million consumers without power. These attacks targeted multiple regions, including Kharkiv Oblast, Odesa Oblast, Dnipropetrovsk Oblast, and Poltava Oblast, and also affected the Zaporizhzhia Nuclear Power Plant, stirring nuclear safety concerns. The recent destruction of the Trypillia Thermal Power Plant further worsened the situation, leaving major cities without electricity. These attacks have been condemned by international human rights groups and may constitute war crimes.

The attacks on Ukraine’s energy infrastructure have led to a significant increase in migration, both internally and externally. Data shows that the number of people leaving Ukraine spiked following these attacks, with a large portion of the working-age population choosing to flee. Many regions saw a surge in internally displaced persons, with over 60,000 people leaving Zaporizhzhia and surrounding areas in just one week. The destruction of energy facilities, shortage of air defense systems, and Russia’s expanding offensive capabilities have exacerbated the situation. President Volodymyr Zelensky pointed out that Ukraine’s lack of air defense contributed to the destruction of the Trypillia Thermal Power Plant.

The attacks on Ukraine’s energy infrastructure not only have immediate humanitarian consequences but also serve a strategic purpose for Russia. By targeting power systems, Russia aims to weaken Ukraine and force populations to flee, potentially altering demographics in the region. It is crucial for Ukraine and its European allies to protect the energy system and prevent further destruction. This includes providing Ukraine with the necessary resources for defense and repair and holding Russia accountable for its actions. Collaborative efforts between Ukraine and Europe are essential to safeguard Ukraine’s energy infrastructure and ensure the country’s stability amidst the ongoing conflict.
