President Joe Biden and French President Emmanuel Macron had a state visit aimed at showcasing their partnership on global security issues and easing past trade tensions. The visit included ceremonies marking the 80th anniversary of D-Day and meetings with Ukrainian President Volodymyr Zelenskyy in Paris to underscore support for Ukraine’s fight against Russia. The leaders attended a ceremony at the Arc de Triomphe and held official meetings at the Élysée Palace, emphasizing the strength of the countries’ alliance.

Biden referred to France as America’s “first friend” dating back to the Revolutionary War, highlighting the long history of their relationship. Macron praised Biden for his leadership, contrasting it with the “America First” foreign policy of former President Donald Trump. Despite disagreements over how to support Ukraine, Macron expressed hope for a $50 billion solidarity fund for Ukraine backed by sanctioned Russian assets. The leaders also discussed the rescue of hostages by Israeli forces and efforts to reach a ceasefire in Gaza.

Macron raised concerns about U.S. trade practices, criticizing the Inflation Reduction Act that favors American-made climate technology. He accused the U.S. of not respecting global trade rules, echoing criticism of China’s protectionist policies. Biden mentioned coordinating with Europe, potentially hinting at a more collaborative approach to trade issues. The leaders also discussed Biden’s recent conversation with Chinese President Xi Jinping regarding tariffs on Chinese electric vehicles.

The state visit comes as the far-right is expected to perform well in the upcoming European Parliament election, while Macron’s pro-European Union movement faces challenges. The visit highlighted the importance of the transatlantic alliance and the need for cooperation on global security and trade issues. Despite past tensions, Biden and Macron expressed a commitment to deepening the partnership between the U.S. and France. The visit served as an opportunity to strengthen bonds and address shared challenges facing the international community.

Overall, the state visit emphasized the historical ties between the U.S. and France, as well as the importance of working together to address complex global issues. The leaders reiterated their support for Ukraine and efforts to resolve conflicts in Gaza, while also discussing trade policies and strategic coordination with other world powers. The visit highlighted the enduring alliance between the two countries and their shared commitment to promoting stability and cooperation in a rapidly changing world.
