Payne’s niece was attending a memorial on West 144th Street and Broadway when young kids with masks on began shooting indiscriminately, injuring her and another woman. Payne describes the surge in violence as evidence that New York City is heading in the wrong direction, with known criminals freely roaming the streets and innocent individuals suffering the consequences.
