Biden authorizes Ukraine to conduct targeted military operations within Russian borders with US weapons

President Joe Biden has authorized Ukraine to strike inside Russian territory using American munitions, but with restrictions limiting them to targets over the border close to Kharkiv. This decision was made in response to Russia’s significant advances around the city in northeastern Ukraine. The loosening of restrictions represents a departure from long-standing policy and is due to growing international pressure from close US allies. The US has only permitted strikes in the Kharkiv area and does not anticipate widening the allowed area.

Kyiv requested the change in policy from Washington in recent weeks as Russian forces advanced in the region, with targets such as Russian forces, ammunition depots, and logistical hubs now potential targets for US-provided artillery and rockets. However, the US is still prohibiting the use of long-range missiles known as ATACMS that can hit targets up to 200 miles away. Ukraine has used US anti-aircraft weapons successfully to defend against Russian aircraft in both Ukrainian and Russian airspace but is not allowed to target grounded Russian aircraft inside Russia.

Secretary of State Antony Blinken has indicated a willingness to adjust the administration’s position, highlighting the need to adapt to changing conditions and Russian aggression. This came after key European leaders, including French President Emmanuel Macron and German Chancellor Olaf Scholz, signaled a shift in position by allowing Ukrainian weapons, including long-range missiles, to target bases inside Russia. Macron emphasized the need for Ukraine to be able to neutralize military sites from which they are being attacked, while Scholz stressed the importance of Ukraine defending itself within the conditions set by weapon suppliers and international law.

As the situation continues to evolve, the administration and its allies are adjusting their approach to support Ukraine in defending against Russian aggression. The ongoing conflict between Ukraine and Russia has sparked international debates regarding the use of foreign-supplied weapons and the necessity of allowing Ukraine to respond to attacks launched from within Russian territory. This story is continually developing, and updates are expected to reflect the latest developments and decisions made by the US and its European allies in supporting Ukraine.
