As Rafah Offensive Approaches, Hamas Considers Israeli Proposal for Gaza Cease-Fire

Hamas is currently reviewing a new Israeli proposal for a cease-fire in Gaza, as Egypt works to broker a deal to end the long-running conflict and prevent an Israeli ground offensive in the city of Rafah. Senior Hamas official Khalil al-Hayya did not provide details of the offer, but confirmed that it was in response to a proposal made by Hamas two weeks earlier. Negotiations have revolved around a six-week cease-fire plan and the release of hostages in exchange for freeing Palestinian prisoners in Israeli jails.

Following a visit to Israel by a high-level Egyptian delegation, discussions centered on a multi-phase plan that would involve a limited exchange of hostages for prisoners and the return of displaced Palestinians to their homes in northern Gaza. The proposed compromise aims to address the main demands of both parties and set the stage for further negotiations towards a larger agreement to end the conflict. International pressure is mounting for a resolution to the conflict and to prevent an Israeli attack on Rafah, where many in Gaza have sought refuge.

Concerns over the humanitarian situation in Gaza have grown, with Egypt warning of catastrophic consequences if an offensive on Rafah were to proceed, potentially leading to famine and regional instability. The Israeli military has amassed tanks and armored vehicles near Rafah, carrying out airstrikes on the city and resulting in civilian casualties. The escalation of violence has also extended to the West Bank, where two Palestinians were shot and killed at a checkpoint in the aftermath of the war in Gaza.

The United States has been critical of Israeli actions in the West Bank, with Secretary of State Antony Blinken delaying a decision on potentially blocking aid to an army unit accused of rights abuses. The U.S. is also involved in efforts to deliver aid to Gaza through a new port, set to become operational in early May. Meanwhile, student protests and demonstrations are being held worldwide in solidarity with Palestinians and calling for an end to the conflict.

Hamas has expressed openness to proposals that meet Palestinian needs and has reiterated its demands for a permanent cease-fire and Israeli troop withdrawal. Israel, however, has maintained its stance of continuing military operations until Hamas is defeated and retaining a security presence in Gaza. The toll of the conflict has been significant, with thousands of Palestinians killed and widespread destruction in Gaza. Efforts continue to seek a lasting solution and prevent further escalation of violence.
