Ambassador: Ukraine in negotiations for collaboration on Patriot system production

Ukrainian Ambassador to the U.S., Oksana Markarova, revealed that Kyiv is urging Washington for the joint production of Patriot air defense systems to assist Ukraine in defending against Russian aggression. The country is currently facing a shortage of air defense systems as Russian attacks continue to increase on population centers and energy infrastructure. President Volodymyr Zelensky has stated that Ukraine needs 25 Patriots to protect the country, but Foreign Minister Dmytro Kuleba is focused on securing seven to protect the largest cities. The joint production of Patriots was a key topic during Zelensky’s visits to the U.S., with discussions already underway between Ukrainian and U.S. businesses regarding investment and cooperation in not only weapons, but also the necessary materials for production.

In December 2023, Kyiv and Washington signed a statement of intent to co-produce weapons, marking a significant step in their joint defense production efforts. This agreement is expected to lead to the construction of production facilities in Ukraine to supply the military with arms, particularly air defense equipment and ammunition, as well as repair and maintenance services. Greece has been reported to be preparing to provide Ukraine with at least one Patriot system, potentially two, in response to specific pressure from the EU for additional air defense support. Media reports have highlighted the critical need for Ukraine to bolster its air defense capabilities in the face of ongoing Russian aggression.

The joint production of Patriot air defense systems is seen as not only a strategic task on a global scale, but also as a vital element of economic cooperation between Ukraine and the U.S. Ambassador Markarova emphasized that increasing combat capability and production of essential capabilities for Ukraine is imperative.
