German cities and municipalities have been shouldering the burden of major crises such as migration, the energy transition, and the COVID-19 pandemic for years. A study conducted by the Friedrich Naumann Foundation shows that citizens are increasingly feeling the strain as local governments struggle with limited resources. According to the study, 85.2 percent of respondents feel they have little to no influence on decisions made in their municipality, highlighting a disconnect between the government and the people.
Bureaucratic burdens are also a major concern, with 66.4 percent of respondents feeling that municipalities are too preoccupied with administrative tasks to focus on addressing important issues. The study aimed to explore the level of connection citizens feel towards their municipality, with around one-fourth of respondents expressing a strong bond with their community. This strong connection has positive effects, as it leads to lower support for populist parties, a stronger belief in democracy, and higher levels of volunteerism.
The study conducted in March confirms previous research conducted in 2019, which found that a strong attachment to one’s city or municipality is crucial for societal cohesion. Despite this strong connection, there is a growing perception that citizens have less influence over decision-making at the local level. Study author Dirk Assmann suggests that municipalities should be relieved of bureaucratic tasks and encouraged to strengthen local self-governance to address this issue.
Assmann also recommends that cities and municipalities focus on implementing effective economic and settlement policies, as well as creating meeting places for citizens to facilitate dialogue among diverse opinions. He warns against further territorial reforms, suggesting that they may weaken residents’ identification with their hometown. Strengthening local self-governance is seen as a way to counter the rise of populist parties and address the growing popularity of figures like Sahra Wagenknecht.
The Friedrich Naumann Foundation emphasizes the importance of local governance, stating that the municipal level is often overlooked in discussions about political change. By fostering strong local ties, communities are better equipped to navigate global challenges. The survey, conducted between February 29 and March 2, 2024, included 5,017 respondents with a margin of error of 2.5 percent. Overall, the study highlights the importance of empowering municipalities to address the needs and concerns of their citizens in an increasingly complex and interconnected world.
