Guide, hearing, and assistance dogs are always permitted on Translink services and do not need to wear muzzles. While there are currently no plans to change the policy regarding pets on public transport, there is the potential for dialogue regarding allowing dogs on buses and trains, similar to the existing practice on CityCats.
