Biden Proposes Tripling Tariffs on Chinese Steel During Economic Address in Pittsburgh

President Joe Biden is focusing on the American steel industry during his campaign swing through battleground Pennsylvania, calling for increased pressure on Chinese steel imports. Biden has emphasized the importance of investing in American manufacturing and protecting domestic workers, especially as voters continue to give him low marks on handling the economy. The president made an economic pitch around tax policy and visited with union workers in Scranton before heading to Philadelphia for campaign events, setting up a contrast with former President Donald Trump who is dealing with a criminal trial in New York City.

Biden is expected to call on the United States Trade Representative to consider tripling the existing tariffs on Chinese steel and aluminum. This move is part of a four-year review process aimed at enhancing the effectiveness of tariffs to protect the American steel industry from China’s industrial overcapacity and unfair exports. National Economic Council director Lael Brainard described the approach as strategic, balanced, and targeted, developed in collaboration with industry stakeholders and unions. Biden will also highlight efforts by the Department of Commerce to crack down on China’s market manipulation through anti-dumping and countervailing duties.

The trip to Pittsburgh comes after Biden publicly opposed a $14 billion deal for Japan’s Nippon Steel to purchase US Steel, emphasizing the importance of American ownership and operation in the steel industry. Officials downplayed concerns of potential tariffs leading to inflation, stating that the actions would protect American jobs and the steel industry without affecting inflation. The United Steelworkers union endorsed Biden’s reelection campaign, showing support for his emphasis on protecting American workers and industry.

Biden’s focus on the American steel industry is a response to criticism of his handling of the economy and a way to counter Trump’s attacks on his approach to China. Despite maintaining tariffs imposed by Trump, Biden is calling for additional measures to protect American workers and insulate himself from accusations of being weak on China. However, these new tariffs could strain the already tense relationship between the US and China, as the two countries continue to navigate issues surrounding overcapacity, competition, and trade policies. Biden has been working to stabilize the relationship with China through direct conversations with President Xi Jinping and efforts to engage in productive dialogue with Chinese officials.

Overall, Biden’s economic competition pitch in Pittsburgh highlights his commitment to supporting American manufacturing, protecting domestic industries, and ensuring fair competition in global trade.
