European elections: Authorities warn of increased cyber attacks on politicians and parties

German authorities are warning of increased cyber attacks on politicians and parties in the lead up to the European elections. The Federal Office for Information Security experts predict a rise in attacks during this election year. They note that parties and political actors are particularly vulnerable to cyber attacks, with phishing attacks by state-sponsored cyber actors targeting German parties. These attacks often involve the theft and manipulation of private data or documents, which are then leaked to the public. This new modus operandi poses a heightened cyber threat to the targeted entities.

The Federal Office for Information Security (BSI) and the Federal Office for the Protection of the Constitution have received information about phishing attacks and other cyber operations targeting German parties. In particular, they have highlighted the use of “Hack-and-Leak” attacks, where stolen data is released, often manipulated or falsified. The agencies did not provide specific details about ongoing cases but warned that the increase in cyber threats could undermine the democratic process. This warning comes six weeks after authorities alerted parties to the possibility of such operations in the run-up to the 2024 elections, urging them not to underestimate the risks associated with cyber attacks.

In a warning issued on February 21, the security agencies highlighted the potential for state-sponsored cyber actors to engage in disinformation campaigns by selectively releasing and altering information to manipulate public opinion and undermine trust in democratic processes. They also reported instances of attackers registering domain names similar to official webmail domains to trick functionaries into providing their login information. The attackers would then send emails pretending to be from IT support, directing the recipients to log into a manipulated website with their credentials. This tactic demonstrates the level of sophistication and deception employed by those behind the cyber attacks.

The authorities emphasize the need for vigilance and caution among politicians and parties, encouraging them to take steps to enhance their cybersecurity measures to prevent falling victim to cyber attacks. As the European elections approach, the risk of cyber interference in the political process remains high. The BSI and other security agencies continue to monitor the situation closely and provide support and guidance to those affected by cyber threats. Political actors must remain aware of the evolving tactics used by cyber attackers and take appropriate precautions to protect their data and information from being compromised.

The warning from the Federal Office for Information Security and the Federal Office for the Protection of the Constitution underscores the importance of cybersecurity in safeguarding the democratic process from external threats. As technology advances, cyber attackers are becoming increasingly sophisticated in their methods, posing a significant challenge to the security of political entities. By raising awareness about potential cyber threats and providing guidance on best practices for cybersecurity, the authorities aim to mitigate the risks and protect the integrity of the democratic system.
