Prosecutor’s Office Blocks over 2,500 Gambling Websites in Ukraine

Ukraine has taken significant steps to crack down on illegal online gambling, with more than 2,500 unauthorized websites being blocked by the Prosecutor General’s Office. The negative impact of gambling, especially on Ukrainian soldiers, has led to public outcry and demands for stricter regulations. President Volodymyr Zelensky signed a decree on April 20, imposing restrictions on online gambling and banning it for military personnel during martial law. Law enforcement officers are actively investigating over 450 criminal offenses related to illegal gambling, with 21 people notified of suspicion and 72 indicted. Several large companies are also under investigation for their involvement in online gambling, including a case involving the alleged legalization of $1.2 billion in profits.

The Ukrainian parliament supported a bill in the first reading on April 24, which aims to enhance state oversight over the gambling industry. The proposed legislation would abolish the Commission for Regulation of Gambling and Lotteries, transferring its responsibilities to the Digital Transformation Ministry. Additional measures in the bill include stricter restrictions on online gambling, such as a ban on advertising, measures to protect vulnerable populations, and enhanced business control measures. In the first two months of 2024, the gambling industry in Ukraine paid $56 million in taxes, with a total of $267 million in 2023, according to Danylo Hetmantsev, the chairman of the parliamentary Finance Committee.

President Zelensky emphasized the government’s commitment to tightening control over the online gambling sector, stating that it is essential to protect the interests of society. The move to crack down on illegal online gambling comes as a response to growing concerns about the negative impact of gambling, especially on vulnerable populations and military personnel. The government’s efforts to investigate and prosecute criminal offenses related to illegal gambling demonstrate a strong stance against this illicit activity. With over 450 cases currently under investigation, including the alleged legalization of $1.2 billion in profits, the government is taking proactive measures to address the issue.
