Ukrainian authorities have accused Russian air force commander Lieutenant General Sergei Kobylash of being behind a missile attack on a children’s hospital in Kyiv in July. The SBU security service claimed that Kobylash, who was the commander of the Russian aerospace forces at the time, ordered the missile strike.
