The Council of Ministers has approved a draft law proposed by Minister Paolo Zangrillo, which intervenes in various sectors with the goal of not only implementing the Pnrr, which requires revising 600 procedures by 2026, 200 of them by the end of this year, but also of having a Public Administration capable of delivering services to citizens and businesses that meet their expectations. The aim is to transform bureaucracy from an obstacle into an opportunity, fostering dialogue and listening to institutions and professional associations. This law introduces several key provisions in different areas.

In the pharmacy sector, pharmacies will become multifunctional and will be able to administer all types of vaccines to those over the age of 12, as well as perform major clinical tests such as blood sugar, cholesterol, triglycerides, etc. They will also offer citizens the ability to choose their own family doctor and pediatrician from those contracted with the regional health service. Pharmacies will also display a new sign: alongside the traditional green cross, there will be the label “Pharmacy of Services.”

Regarding tourism, hotels can temporarily obtain a public land occupancy permit on portions of public areas to set up parking or areas for luggage unloading without obstructing traffic. Alpine guides will no longer need to have worked for ten years as aspiring guides, but they must still present a psychophysical suitability certificate. Measures will also be implemented to facilitate the recruitment of maritime staff to offer efficient services to passengers, particularly during peak tourist seasons.

In the education sector, a new unique platform ‘Families and Students’ will simplify enrollment in primary and secondary schools. This new system will allow state schools to directly acquire the necessary data and documentation, eliminating the need for parents to present paper certificates from previous years. There will be limits on grade recovery: a student may only recover a maximum of two years with one exam, rather than three. Additionally, to become a Professor Emeritus after retirement at a university, a decree from the rector will suffice.

Procedures for providing grants to private schools will be made easier, and the use of electronic report cards, online registers, and digital protocols will be mandatory, saving families a significant amount of time. The process for intervening in historically, artistically, archaeologically, or culturally significant properties will be simplified, extending the application of tacit consent to the building permit process, allowing work to begin without waiting for final approval from the municipal technical office.

In the waste management sector, businesses providing gardening services to private individuals will receive assistance, as their waste, previously required to be disposed of in specific plants due to its classification as non-urban waste, will be reclassified for easier disposal. This change aims to streamline the waste disposal process for green waste. Implementing these provisions is expected to improve efficiency and service delivery, fostering growth and enhancing the overall performance of the public sector.
