The GOP is expected to field strong candidates in these races, with wealthy construction company CEO Rob Bresnahan considered the presumptive nominee in the 8th District and state Rep. Rob Mercuri facing minimal competition in the 17th District. While Democrats face defensive battles in Pennsylvania, they also see an opportunity to flip a red seat in the 10th District, anchored by the state capital Harrisburg.

Currently, Republicans hold a slim majority in the House, with control split 218-213 between the two parties. The Cook Report has identified 22 toss-up races, evenly divided between Democrats and Republicans, that will likely determine the outcome of the election. Republicans regained control of the House in the 2022 midterms after losing it to Democrats in 2018. In the 2020 elections, the GOP outperformed expectations and significantly narrowed the Democratic majority. Despite hopes of a red wave materializing, the GOP narrowly regained control of the chamber in 2022.

As the battle for the House majority intensifies, both parties are gearing up for a fierce competition in Pennsylvania, a crucial state in determining the outcome of the election.
