State Superintendent Chris Reykdal of Washington is urging school districts to come up with plans to limit or ban student use of cell phones and smart devices on campus and in classrooms. This follows mounting evidence of academic, mental health, and social harms caused by cell phones and social media, prompting some schools and states to take action. Louisiana and South Carolina have laws banning cell phone use during the school day, while Florida prohibits the devices during instructional time. Other states are requiring or incentivizing districts to develop policies restricting cell phone use. In Los Angeles, students are now banned from using cell phones and social media platforms during school hours.

In Seattle, students at some middle schools and high schools will not be able to use their phones during school hours, except in designated areas during lunch. Rainier Beach High School specifically is implementing a strict policy against cell phone use, citing the negative impacts on learning, anxiety, distraction, bullying, and fights. Policies may include exemptions for students with disabilities who use the devices to support their education. While Reykdal is giving school districts a year to create plans, some families are calling for more urgent action, with a petition gathering hundreds of signatures to restrict cell phone usage by the start of the school year.

Various strategies are being implemented to prevent phone use in schools, such as using locked pouches or storing phones in backpacks in designated areas. The call to restrict cell phone use in schools is not new, as UNESCO issued a similar call more than a year ago. U.S. Surgeon General Dr. Vivek Murthy has also warned about the harm caused by social media and its impact on youth mental health. Educators in schools where bans have been implemented report benefits such as increased student engagement, improved mental health, and fewer discipline problems and violent behaviors.

The shift towards restricting cell phone use in schools is seen as a necessary one due to the various negative impacts associated with excessive phone use among students.
