The United Arab Emirates has taken a significant step towards becoming the first Gulf country to allow legalized gaming by approving the first license for a lottery. The General Commercial Gaming Regulatory Authority (GCGRA) has made public its regulations for casinos and gambling, signaling a new era for gaming in the UAE. The website of the GCGRA, which was previously password-protected, now outlines the future of gaming in the country, including the issuance of casino licenses and plans for slot machines and poker tables. This move has been welcomed by industry experts and stakeholders, emphasizing the importance of establishing a world-class regulatory framework for gaming activities in the UAE.

GCGRA will regulate various forms of gaming, including lotteries, internet gaming, sports wagering, and land-based gaming facilities. The approved license for a lottery was awarded to The Game LLC, making it the only company with the legal authority to offer gaming services in the UAE at present. Long-standing lottery operators in the country, such as Mahzooz and Big Ticket, are not allowed to offer their services without a license from the GCGRA. The regulations set by the GCGRA will ensure responsible gaming practices and the protection of players’ interests.

While no property in the UAE has been publicly granted a gaming license yet, the licensing framework is in place for gaming operators. Businesses with a gaming license will be audited every two years by the GCGRA to ensure compliance with regulations. The introduction of socially responsible gaming programs and the appointment of key personnel for maintaining these efforts are among the requirements for gaming operators. Additionally, operators must have a relationship with a qualifying domestic entity in the UAE to conduct gaming activities.

Potential gaming locations in the UAE include Wynn Al Marjan Island, Atlantis Dubai, and the upcoming MGM Dubai mega resorts. Wynn Resorts is expected to manage other hotel brands in the region, potentially expanding its presence on Marjan Island. The development of a “world class” gaming industry in the UAE signals the likelihood of multiple casinos opening in the country in the future. Market analysts predict that casinos in the UAE could generate significant revenue, attracting luxury tourists and consumers with high spending potential.

The GCGRA has set out laws and regulations for players engaging in gaming activities in the UAE. Players are required to only engage with licensed gaming operators to avoid legal penalties. They should stay informed about the games they are playing, set limits on their time and money spent on gaming, and take advantage of available support services for responsible gaming. Self-exclusion programs are available for players who feel they need a break from gaming. Operators are required to offer player management tools, such as deposit limits and cooling-off periods for online gaming, to promote responsible gaming practices among players.
