The President of the Republic received on Friday, August 23 and Monday, August 26, the leaders of the parties represented in Parliament and the presidents of the two chambers in order to appoint a Prime Minister. The exchanges were loyal, sincere, and useful. He received them in his constitutional role as an arbitrator, guarantor of institutional stability and the independence of the Nation. At the end of the consultations, the President of the Republic noted that a government based solely on the program and parties proposed by the alliance with the most deputies, the New Popular Front, would immediately be censured by all other groups represented in the National Assembly. Such a government would therefore immediately face a majority of more than 350 deputies against it, preventing it from being able to act. Given the expression of the consulted political leaders, the institutional stability of our country therefore requires not to retain this option.

Discussions with the LIOT group and the parties [Together for the Republic], MoDem, Horizons, the [Radical Party] and UDI outlined possible avenues of coalition and common work between different political sensitivities. These groups have shown themselves open to supporting a government led by a personality who is not from their ranks. The Socialist Party, the ecologists, and the communists have not at this stage proposed ways to cooperate with other political forces. It is now up to them to do so. The Republican Right has defined its red lines, detailed its legislative pact without committing to a vote on the budget or to support or participate in the government. Starting on Tuesday, August 27, a new cycle of consultations with party leaders and individuals distinguished by their experience in serving the State and the Republic will resume. In this unprecedented time in the Fifth Republic, where the expectations of French women and men are high, the Head of State calls on all political leaders to rise to the occasion by showing a spirit of responsibility.

The President of the Republic states: “My responsibility is to ensure that the country is neither blocked nor weakened. Government political parties must not forget the exceptional circumstances in which their deputies were elected in the second round of legislative elections. This vote binds them.”
